Process Server Not Qualified, Says Judge

BELLEVILLE, IL -- St. Clair County Coroner Rick Stone has been serving small claims lawsuit court summons in the county, but it has emerged that he has been doing so without the correct license. Hundreds of cases could be affected by the incorrect service of process. In Illinois, a process server needs a private investigator's license or must work under the supervision of a private investigator. Stone allegedly does not meet either requirement and was asked by Chief Judge John Baricevic to stop serving court documents. Stone has served some 300 summons on behalf of Memorial Hospital. He was hired by Argent Healthcare Financial Services. Stone believed his position as coroner made him qualified to deliver the summons.
